Humanitarian Strategy in Israel's War with Hamas

In July 2024, after several months of information gathering, we published a policy paper in collaboration with the Mitvim Institute, written by Dr. Einav Levy, Head of the Israeli School of Humanitarian Aid and Head of the Stress, Trauma, and Resilience Track at Tel-Hai College.

The document discusses the importance of creating an Israeli strategy for planning the humanitarian response in Gaza, as a clear Israeli interest, both for maintaining Israel's security and for creating international legitimacy and upholding a moral compass. The document broadly presents the principles of humanitarian aid in the context of the current crisis in Gaza, reviews the activities of the State of Israel and other actors in the field, and recommends a policy management mechanism and an operational execution mechanism in the humanitarian field. The proposed mechanisms will operate in cooperation with various parties to enable Israel to strengthen its security while addressing humanitarian needs and minimizing harm to uninvolved civilians. This approach will provide a long-term response that will lead to the rehabilitation of the Gaza Strip, independent economic development, and regional stability.
